The proposal of the need for having an international integrated strategy as opposed to targets that most countries cannot agree upon and piecemeal solutions. National strategies could be aligned with a broader international strategy to be effective. There need to be workable models-formulas developed, replicated and applied across the board that help engage whole communities and countries in the process of solving our environmental and social challenges to avoid dislocated, isolationist, them and us thinking, which can takes us no closer to developing a broader solution.
The key objective of the Eco-Transport-Network is the provision of increased transport options for Londoners and tourists alike. This is achieved by implementing a strategy of various incremental and, in some cases, novel solutions working in favour of public transport through the piecemeal reduction of congestion mostly experienced on the Underground. This scheme seeks to integrate these approaches together for the first time in a single city. A template is created, which demonstrates a focused strategy of how to move forward with the commitments of Kyoto and further pursue the line of ‘think globally and act locally.’
The concept of locking together, into a new single ecological system, many new modes of green transport. Through the establishment of ETN in full a transport system becomes a singularly focused, multi-faceted tool for improved transport and environmental performance in many areas. This produces, as a net result, wholesale environmental and social enhancements and benefits. ETN makes improving transport in London more of a participatory experience and citywide improvement campaign that the public could all get interested in and participate in, using collective creativity of people and combine volunteer schemes.
Joined-up-thinking, linking together of ideas, embracing ecology and business principles. Finding ways to weld them together in order to instigate creative solutions that realign environmental needs via the application of business logistics. Joined-up-thinking approach can manifest multiples of benefits for the local, regional, national and international environment. Social enhancements are sustainable and lifestyle improvements become an inevitable bi-product of the environmental and social solutions.
Oversized city pavements can theoretically be reduced through planting ½ metre wide strips, quickly creating many kilometres of foliage. Some streets within congestion zones can become leisure parks once freed from cars.
Shuttle- Utilising minibuses that incorporate new hybrid engines. They operate as taxi-buses, are more private and faster than buses, therefore they could operate on motorways. They could follow principle routes into and around city centres.
Carbon Sponge Programme- Planting trees, forests and endemic species supported via a percentage income from TERTL & Shuttle and volunteering.
The structure of Global Warming is many incremental factors combining to create the overall phenomenon + positive feedback. ETN experimentally mirrors this effect with solutions and social benefits. ETN highlights universal models as a way forward for helping countries achieve goals.
The concept of very large proportion of the income from Ecological Transport Network funding many new green ventures, thus creating many new jobs in addition to ETN-created jobs. Example given: £20 million funding per year for community greening and enrichment schemes together with corporate and community assistance.
Proposed TERTL (Thames Electric Riverside Transport Link), a new commuter/tourist/novelty vehicles to generate income and jobs, to remedy the reported loss of trade for central cafes and restaurants, a result of the congestion charge. This would create hundreds of jobs and increase the speed of commuting from Waterloo to the city and to Westminster.
The Funding Agency- for Heritage, Conservation and Lifestyle Enhancement. With the proportionately high income and relatively low overheads, TERTL, SHUTTLE and Bike-Share ventures engender the scope for a sizable proportion of the profit, (perhaps even up to 50%) to be channeled into London Lifestyle Enhancement Program and through boosting the local economy. This would mark improvements to urban air quality and lifestyle through cleaning and greening of the city as a part of the Carbon sponge programme. This would pay for establishing more green spaces with leisure facilities that help enhance the quality of life.
Bike-Share – Bike-parking bays around the city. These bicycles could come from donations. Bicycles could be charged for and some funds generated going back to the community. Bicycles could either be repaired through youth club/school schemes. This would be a fantastic social regeneration and education project, as it helps the youth understand that they can make a valued contribution to the improvement of green transport and the city.
Proposed and outlined the launch campaign of The Funding Agency together with Eco-transport network with both facilitating the positive projects and broader charitable merits in major cities. London can potentially become the greenest city in the world and do so easily if some of the benefits are sustainably reinvested from transport and into A Funding Agency. Therefore, this establishes an infrastructure, which takes on the role of greening London; all the finance is self-perpetuating via these transport initiatives.
Proposed a televised series of telethon-style programmes, helping the public understand the environmental message that can help a city population save the earth's resources and enlist their assistance in enhancement of London-based campaigns and also wider international initiatives and projects.
Envisaged how through primarily utilising a Funding Agency and other measures how a city could have been developed into the greenest of cities worldwide. This is achieved through environmental idealism being anchored in comprehensive economic strategies. Obtaining government support, eager corporate funding and an enthusiastic public support is necessary to consolidate the strategy, making it more attainable and easy to realise. Having an overall plan based upon the principle of Kaisan (ie. the process of continuous improvement), which Locals can feel inspired by and lend their support to, would prove vital. London residents sharing in the combined input, with an emphasis on participation in the campaign of the city greening, could be likened to generating the energy and support of international events such as Red Nose day, Sports Aid. In terms of marketing, shifting away from a top-down approach is crucial in creating the catalyst. This will help galvanize all sectors of society to embrace the host of different measures and thus harness the profound commitment, which local people can offer.
Social spaces…there would also be the facility for an ongoing dialogue and participation with the public in order to enhance Green London and help plan the process and further define its scope as well as its success. So Londoners have the opportunity to really play an active role within this and obtain funding via the grant making Funding Agency (proposal of setting-up public spaces of dialogue such as ecoplazas).
Local/ Global Immune system of solutions – computer-based system…. Proposed creation of Green London website for green products, solutions, tips and information on grants for renewables, etc.
Carbon sponge programme. Flowerbeds could also be sponsored by companies, which could put in their own plaque. Money would come from the TERTL and Shuttle operators’ income, the manpower via volunteers recruited through the website and telethon. Further funds would also need to cover the cutting out the concrete slabs. Colleges could utilise trainee bricklayers to make raised flowerbeds along paths also.
An information pack on Green London could go out to each household as a part of introduction of ETN. It could present the plan of the endeavour to create the greenest city and ask for support. The pack would include all of the facts about what the government and private sector are doing to contribute, statistics of transport improvements and what the public can do to contribute to this process. It could also include a colourful fact sheet, etcetera.
Time is a wasted resource…Social and environmental benefits of creating a more relaxed city atmosphere, as a way of increasing productivity in a city (proposed smart-signs to reduce congestion and thus time spent in traffic).
A Global Warming think-tank and sustainable development group could be developed and individuals capable of producing and instigating strategies based upon ecology, business, behavioural psychology, sociology, politics and many other fields could be encouraged and supported.
The requirement for a new hybrid branch of science to beat Global Warming, (in 2008 the same was repeated by Harvard School of Business) - A marriage between economy and science and a whole host of other fields; within these may be where the answers lie. Seeking to answer Global Warming won't mean having an expert in each different field. It is more likely to be the skill of taking an overview; surfing many fields, linking together subject areas, generalising and networking results for application globally to reach more widely encompassing solutions. Then communication is the key; the Internet is an ideal tool for this. The need for generalists versus specialists (in 2010 echoed by IPCC).
The concept of community regeneration relating this back to the last time this occurred, everyone doing their bit like during the war effort, creating improvements to one system like transport whilst contributing to the greater good and gradually greening all other systems – ETN introduced the concept of transitioning process into greener economy.
A bridge between where we are and where we need to be, as the 2004 mindset was frequently stuck in discussing problems and describing what the destination looked like without recognising the need for a clear global plan/strategy for action. ETN enables the green thinking to meet society where it is at through systemic greening, rather than expecting the whole of society to copy the 5-7% greenest angels, yet provides lifestyle enhancement to being greener.
Introduced concept of fun, leisure and atmosphere through Green-Lifestyle Centres, ecoplazas, as a means of providing community benefit and incentive to be green and improve local logistics for greening the environment and regenerating the community and helping the economy.
Individual strategies and solutions could be seen as a template that could be duplicated and super-imposed onto many of the largest cities.
The financial stability, community needs and environmental performance a high priority and ETN systems would adapt to their requirements. For towns and cities a flexible application needed to be considered, as the needs and transport strengths of each town vary and each location is unique in design. What is suited to one area's needs and layout may not be suited to another places. Local and regionalised organisation would be the key and services could possibly be achievable via a proposed government green innovations fund. This could be topped up by businesses. A National instigation team could work alongside the councils giving advice on establishing measures.
Revenue generated from one incremental solution or service fed back into the system in a closed loop feedback system– including for renewable energy.
Creating a network of historically-themed centres – each one being a focal point also for the regeneration of community life where culture is linked to the environment and social well-being of the community.
Envisaged a shift in thinking, a cultural shift from many people taking only reactive environmental actions (such as recycling) to engaging in more proactive actions such as contributing financially, via time or via resources to the creation of local amenities, for instance, a garden, park, or outdoor public swimming pool. Using an innovative transport system as a model to others for achieving Kyoto reductions - Congruence from the scheme's aspirations through to delivery in terms of how the scheme locks together and multiplies the momentum of the entire ETN campaign to the point of exponential growth nationally and then internationally. This demonstrates to the public and industry that a partnership between the government and the public can actuate community and environmental benefits on an extraordinary scale. With fewer cars on the road, improvements to environment and greener transport, it demonstrates that we are all actively involved and working together. We are testing out model concepts, which can be extrapolated upon. It enables the government to build a framework and incrementally apply solutions, which lock together within it. The government could take a pioneering stance as it did with the last Industrial Revolution and pull along other countries in enabling them to instigate a third Industrial revolution with the basis that the second was the Information Industrial Revolution. Meet their Kyoto targets. This enables the government to demonstrate that it is possible to cut greenhouse gases, boost the economy, cut congestion, create jobs, open up new markets and integrate green economics.

Alignment pricing is the aspiration to realign environmental costs with economic costs. It enables various opportunities to evolve from a single situation and presents an opportunity of building revenue. Alignment pricing is a vehicle for shifting the paradigm from being unconscious about their negative impact to becoming more aware. It embraces awareness via consumption and rather than it costing jobs and challenging economies it creates jobs through using innovative ideas where economic and ecological concepts work in unison with the same focus. Tapping into creative focus in order to develop and harness solutions is the most efficient brain-storming tool available yet it is largely ignored and only ever partially used, for instance during fundraising campaigns such as children in need. In fact the creative potential of entire countries via this formula this could be tapped and developed.
Concept of creating solution-oriented society and ETN could become a solution generating mechanism, which rather than dealing with one problem with one solution it gets involved with improvements in all areas. This is to enable solutions to be generated and Kaisan (the art of continuous improvement) to occur in many spheres, and then to be generalised into broader application through joined-up-thinking and joined-up actions.
Concept and outline of creating a new sector, consisting of creative scientists and enlightened business strategists for instigation, maximisation and dissemination of strategies and technologies.
Concept of a clear multipliable A to Z strategy that can be applied to provide a usable tool for reducing national CO2 levels by Kyoto-type margin and far beyond. This is obtained without the need for each individual government having massive energy input into developing the right methodology, without the need for the otherwise high expenditure, funding difficulties, delays and most importantly duplication (improvements generated across many sectors including charities). ETN is Kyoto's solution in a box. It is a learning curve that endeavours to turn a crisis, seemingly without answers, into a process of solution building via a new paradigm in conscious transport utilisation married to socio-environmental enhancement. Questioned, do we really need over 224 different energy strategies and policies to reduce national emissions for countries to meet Kyoto? Proposed approach was we have one prototype - get it into practice, develop it, enhance it and then build the skills and the team to be able to duplicate it elsewhere.
New concept of dynamics necessary to fight effectively global warming. Any attempts to tackle Global Warming via any strategy require us to have a sense of elasticity in terms of mindset. Whichever conceivable way we select for dealing with Global Warming requires building up and sharing of resources, developing teams, refining methods, developing systems that can make mistakes, fix the mistakes, duplicate strategies and multiply positive results. Success in one area can then be broadened, developed and applied within other areas. The method would need to be inspiring to many people, fit into peoples’ lives, be measurable, enjoyable and presented effectively. Progress could be seen on a daily basis to sustain and expand support. Once ETN is established solutions could be developed and exported. We envisage that this Agency would harness the talents from the broadest range of interconnected fields into a single focused unit. Marketing & environment have never been popular partners however, just as during the war effort, some form of education, guidance and knowledge sharing is required.
Case histories demonstrate that collectively our conscience alone does not provide us with adequate impetus for enough of us to change habits sufficiently in order to beat Global Warming. It is difficult to encourage people to change their lifestyle. It's easier to encourage adapting their lifestyle. It is very easy to encourage people to adapt their lifestyle if they can see an immediate overall benefit for doing so. This way, mountains get moved in moments (whole new paradigm of thinking introduced which is very pragmatic and in terms of improvements with global warming moving away from small into thinking big and small combined).
Concept of replenishing through creating Earth gains in addition to recycling, reducing and reusing. Making the greatest impact for ecological benefit within the shortest timeframe.
The need for adaptability and understanding the importance of change. Today the green movement has to reinvent itself. Not only thinking where society needs to be but spending plentiful amounts of energy on understanding how society can get there from here, within the most rapid timeframe.

We wrote: ETN can be a reflection of people’s good ideas for environmental and social solutions via enhancing transport and the millions of components that make up transport systems, and locking broader solutions into the process. As similar in nature to the Internet, ETN can be an interlinked web of solutions rather than solely information and by its very nature become an ongoing process and thus never completed.

The expanding interconnected structure is constantly looking for problems to include and interlink with and thus the solution structure as a voluntary participatory structure begins to continuously expand. This expanding structure becomes a theme and to some extent a point of interest in people’s lives, and thus people increasingly have the aspiration to contribute to the process on a practical and creative basis. When enough links are created between challenges and enough countries instigate the system, an exponential curve into broad-scale answers could be instigated. Aspects of this model have been instigated. However, the overall strategy of Ecological Transport Network has never been instigated. We include this in the hope that a country may be interested in istigating this.
